I have a gown with a medium length train(I'd call it chapel, my mom says it is closer to cathedral) that is a different color than the rest of the dress. I'm having issues getting it to look right when I have the dress on. Right now I have a full 3-bone hoop for the skirt itself, but it doesn't include any fullness in the train area. Would I be able to add tulle to make the train more full or do I have to get a special petticoat to make it lay right?

Right now the middle of the train just ends up folded over and bunched up if I try to walk.
