Yep.

I hate to say it but I think a lot of it is her parents' fault.  They see her as a meal ticket (because lord knows Billy Ray Cirus hasn't done squat in over a decade) and they don't seem to have any ethical boundaries for what they are ok with her doing or not doing.  It's like that scene in Borat where he is interviewing parents about using their child as an actor and he says all these crazy things and all the parents are ok with it just because they want their kid in movies so badly.
