Have you considered DIY? I saw a great tutorial online where a bride took large paper doily, trimmed the lace edge off, cut the lace into two half circles, wrapped them cylinder style, taped, and voila! filigree cupcake wrapper

They don't get cheaper than that for the premade and it's a good price for what you're getting since some places charge at least twice that if not more for the same amount. If you go the DIY route, you will spend more on expensive supplies you will never use again and your time and money than you will on buying the premade product and saving your sanity. DIY can be great but you have to be realistic about what you are willing and able to do and can afford.
