Last ten pounds, inner thighs and saddlebags

Most of my weight is on my arms, butt and outter thighs. I have some toning issues with my inner thighs, but it's mild. My outter thighs are the problem.

The widest part of my body is actually not around my butt/hip line. It's under it. It's my upper thighs. Now, I KNOW you can't spot reduce, but toning does help--a lot. Toning my arms has made a huge difference in how they look, even if the circumference measurement of my biceps didn't change. I don't have any idea how to tone my legs, though.

My outter thighs have a bunch of fat slapped on them. Are there any ways to tone the area so I can tighten it and possibly shape/lift it? A friend of mine said toning the butt can help lift "sagging" thighs (a common cause of the saddlebag effect) but I am not sure what exercises would be great for butt-lifting.





They look a lot better when I'm leaning forward like that, but yeah. I want to lift everything (especially over the knee area)

These are my legs. Notice how my inner thighs are kind of straight until about mid thigh? I'm trying to find a way to tone my legs so they're straighter and my outter thighs are no longer over powering everything. Any help would be much obilged :D
