Tone up arms, chest & lower abs

So, I am pretty much at my "happy weight" While I would like to lose about 5 more lbs, more than that I would like to tone my arms, chest and lower abs. Mainly my arms and chest because that is the most visible to everyone else since I am wearing a strapless dress. I would like my lower abs slimmed down because of the way it looks in my dress. Does anyone have any good tips?
