How much does building muscle *actually* weigh?

I've heard all over "the reason the scale doesn't say you're losing weight is because you're gaining muscle." How much of this is true?

It is true that I'm doing strength training, along with the cardio program and dieting that I'm doing. But the scale just doesn't budge! Does new muscle really account for all that? I'm getting so frustrated!!
