RSVP plus uninvited guests, knew I would have this issue

When I addressed the STD's AND invites I included ONLY the parents name (1st cousins) and was really hoping that my cousins would get the hint.  However, I have already received RSVP where they have included their children.  On the RSVP cards I even wrote their names in so they would (should have) know who exactly it was for.  So, now I get the joy of calling and relaying the news that their children cannot attend.  We had to limit our guest list to family no further than first cousins simply because of capacity.  We are already pushing our 97 person capacity.
Is it okay to send an email or do I need to actually call?  And what is the best way to say this?  I'm really really bad with confrontation!!

    I would probably call and explain the capacity situation. If it was just them, I'd say just let them come, not everyone will come anyway, but since you have a established rule and it would hurt other family members, I would definitely contact them somehow.

    I'm worried I'll have this same problem.  I am only addressing to the parents and then again including just their names on the RSVPs but I know they will RSVP with kids so I'm going to have to call.  I thought about calling them before I sent the invite just to give a heads up but I'm hoping they are smart enough to figure it out without the heads up. 

    I think a call is needed in this situation!

    Our response cards state that "We have reserved X number of seats in your honor." I am hoping this is enough of a hint to the people I am worried about, but you never know.

    Like PP have said, I would just call and explain the capacity situation and be super nice but firm with them.

    I would definately call. If you explain the space issue hopefully it won't be a big deal, but other wise have your mom or someone do it if you really can't
