I have to agree with some of the others, I do not consider that dress formal; I think of formal as floor length.  Why don't you try going to AA & see if they have ANY yellow dresses in that color in a size 2 that you can purchase off the rack if it HAS to match the vests so perfectly.  Don't worry, relax! Everything will be fine even if it doesn't match perfectly just let her go to any store like everyone else has suggested & let her pick a yellow dress that way.
