Usher or other options for cousin?

I'm very close to both sides of my family and wanted as many of them to be involved as possible.  I have two younger male cousins and asked them both to be ushers for the wedding.  One told me right away that he'd love to, and the other said he'd think about it.  That was a couple months ago, and I hadn't heard anything back from him.  So I contacted him and he told me he wasn't comfortable being in the wedding.  I was a little shocked, but it's not the end of the world.

What I'm worried about now, is that I would still like my other male cousin to be in the wedding, especially since he's already committed.  I would like to keep him as an usher or something, but not as a groomsmen (we have 6 already, and my fiance and him are not that close, at all).  So here are my options I'm considering:
1. Ask my cousin- in-law (who I'm not really close with) to be an usher with my cousin
2. Have my cousin do something else (not sue what yet) and have two of the groomsmen be ushers. 
3. Ask my cousin to not do anything (which I don't really want to do)

Any other suggestions for my cousin to do? Thanks!
