I was about to reply to your post, I was trying to find some reference points. On my invites I included my FI's parents even though they weren't contributing anything to the wedding. Mine were worded something like this

Mr. Tyrone C.cordially invites you to celebrate the union of his daughter
April L.
to
Donnie B.
son of Mr. Donnie B. Sr & Ms. Marsha B (divorced parents)
don't remember what was here
date, time
location

I found this on google for parents not hosting

(My name)
and
(His name)
have chosen the first day
of their new life together
as Saturday, the twenty sixth of June
two thousand ten
You are invited to share in their joy
as they exchange marriage vows
at (time)

(location)

Thank you honey, I decided on something like this:

When one couple is hosting, but you'd like to honor nonhosting parents by including them on the invitation (a respectful gesture and very wise political move), you simply make a point of noting their relationship to the bride or groom under that person's name.
Mr. and Mrs. John L. Smith
request the honor of your presence
at the marriage of their daughter
    Mary Ann
    to
    Edward Malcolm Jones
    son of
Mr. and Mrs. Mark Franklin Jones
