Toast at the Reception

I have a question about toasting...

We are not having a wedding party, but the venue provides a champagne toast. Do I ask someone to do the toast or is that just something that happens?  We also want to give a toast to thank friends and family...so when do we do this? And then when do we cut the cake?  Before or after the toast?

The groom can toast to his new bride and thank all the guests for coming.

I was thinking that usually toasts just happen...but you go to weddings where people have a poem or something prepared.  And then on here I have seen people asking for advice on what they should have others to read.  So I was just confused.
