Nope.  Theme/lcoation doesn't matter.
ETA: If you want ocean themed, go for it regardless of how close you are to the ocean.

Unless you were planning on inviting the guests to go scuba diving after the ceremony, there's no problem with doing an ocean theme just because you're inland.  No one will bat an eye.  Hell, the vast majority of guests probably won't pick up on the theme at all, or remember that it was your theme once they've left the reception.  Guests remember the food, if they had fun, and how they were treated, they don't care about colors and themes and all the little details that brides drive themselves nuts over.  All of that stuff is for you, do what you want with it.
