I was thinking of using a dark blue, light blue, and white as my colors, but the wedding date is sept.9. How can i make these colors more "summery"?

I love those colors for anytime of year they would be perfect for september since it is fall but its not time for changing leaves perfect for that transition period. It also helps looking very formal and is not the typical black and white, good choice.

if you like blues in general, you could try adding some accents of aqua blue which is very popular and quite summery -- here's a nice blog that has some cool aqua pictures on it:
