Affordable Venue for 20-person Ceremony

My fiancé and I are planning on eloping in Savannah in November, but there is a slight chance that we may have a small ceremony here in Atlanta instead. We are looking for an affordable venue (a few hundred dollars budget range) for a small (20 people max) informal ceremony. Anyone have any suggestions?

The gazebo at Thrasher Park in Norcross is an example of a venue we’ve considered.

We are planning on having an at-home reception, but suggestions for places that have space for a reception (with about 50-60 people) are welcomed too.

We're having our ceremony and reception at Wahoo Grill in Decatur (www.wahoogrilldecatur.com). They have several spaces (indoor and outdoor) that would work well for a small ceremony and/or reception (space can also be combined for a larger event). I think fees are based on size of event and day/time. Pam, the owner, has been very responsive so far.

there is a very budget but somewhat quaint place called the charming chapel in lilburn (very close to mountain industrial / jimmy carter.) I attended a wedding there once, they have reception pacakges also.
