I am providing 3 room blocks with hotels that I am currently doing contracts with. They agree to hand out the bags at check in. I didn't really think about if my guests decide to stay at other hotels, I think I'll only provide welcome bags for those in the hotels we suggested or else it gets tricky!

did you do blocks at that hotel? If you did i am sure they can tell you how many rooms they have reserved for your party and d/o that amount of bags at the front desk... or do a few extra and leave let say 10 (depending on how many oot guest you have) at each place or whatever and you can go p/u the rest later (but this seems like a waste of money)..

You can email your guest and ask where they are staying (but i dont like  htis idea either)

lastly you can do a small lunch/ dinner for all the oot guest the day before (or during reherasal) and give them thier oot bags them...

Side note: I have no OOT guest lol.. but yea i never thought how complicated this could be LOL

The Seagate is giving the bags also at check in for Free. If I have them place them into their rooms prior to their arrival they charge $7 each OOT bag, I'm going the free route. Check with the hotels, see if they can give you a list if you are blocking rooms.

We only have a block with our hotel because most people were able to get cheaper rates through hotwire and other discounts.  We have 4 rooms at another hotel and then 24 in our block at our hotel.  There are also another 5 or 6 rooms at our hotel that booked outside of the block because it was cheaper with a government/military discount.  We are leaving the 30 for our hotel at the front with a list of those not in the block.   We plan to hand deliver the 4 at the other hotel because we know it won't be hard to do it that way.  They aren't a block.

For those staying at other hotels, we put on our website to send us a message on the contact us tab with their hotel and flight info.  It has worked very well so far.

thanks for the post... I'm in the same dilemma.
I went to a cousins wedding in RI who handed out OOT bags at the RD but since everyone was oot that worked; unfortunately, if I wanted to give them out at our RD it would be silly to give them to those who live here but I wouldn't want to give some people bags and not others.
On the other hand, I don't want to be driving around to a bunch of random hotels giving out bags ... so I'm stuck.
I really wanted to do them... but it may turn out to be too complicated
