I've seen water and a variety of snack foods in the one or two bags we've received.  That might be a good starter for you.  They had also included a list of local restaurants, attractions, etc. that guest might like and the directions to there from the hotel.

I think they got all that information from the chamber of commerce.

I put the following things in my out of town guest bags: 

Water

Better Made Potato Chips

Vernors

Some Candy from Morley

Advil

Cookies

A newsletter about stuff going on that weekend

A crossword puzzle

My friend got married last Nov. and did these bags.  She put a bottle of water, bottle of gatorade, a few bags of snack size chips, a couple candy bars, some mints, and a couple granola bars if I remember correctly.  I know she said she got everything from Sam's Club and it ended up being around $5 per bag.  I like the local restaurant ideas..but where our hotel will be located you can clearly see restaurants all over the place.

Out of town bags: I had no theme, just a wide variety.

2 Water

2 Fresh fruit- we bought it the day before

2 Bags of chips

1 Pretzels

2 Fruit Snacks

2 Candy Bars

2 Mints

2 Granola Bars

1 Itinerary and thank you note.

Everyone raved about them.

For the bathroom baskets. I googled it and just packed it as full as I could with everything I found.

Our out of town bags just had two bottles of water, two individual packs of Advil and a variety of snacks that were on sale at Target - potato chips, sun chips, granola bars, Hershey kisses, mini Snickers bars and a few other goodies and a note from us thanking them for coming and suggesting a couple of restaurants and a few things to do.

Our bathroom baskets included hairspray, a comb, static guard, body spray, aerosol deodorant, gum, breath mints, and those individual tooth brush things, a lint roller, safety pins, and tums.  The women also got a nail file, clear nail polish, hair ties, bobby pins. I think there were a few other things - I'll add them on if I remember.
