Ceremony and Reception

So my FI and i have been finalizing our guest count and we are trying to stick with 150. We are getting in the middle of printing of our own invitations so the other day he said that he wanted to invite some of his employees to the ceremony only but not to the reception. 

I have never heard of this before and I think that this is not nice to invite people that work for him but not invite to the reception afterwards. I told him it is better to just not invite them at all if this is what he wants to do. I am inviting a few people that I work with but we are very close and I socialize with them outside work but in his case he doesn't. 

Am I wrong?
