We are having a super small wedding. Is it rude to invite friends to the Bachelorette party if they aren't invited to the wedding?

Yes. People who are invited to pre-wedding parties should also be invited to the wedding.

Yes, it's generally considered rude to invite anyone to any pre-wedding parties if they aren't invited to the wedding.  I think for bachelorette parties, since those tend to be more casual, you could maybe bend this rule a little IF and only IF you tell the girls before or when you invite them that for xyz reasons, you can't invite them to the wedding.  Then they can decide whether they want to come the b-party anyway or not.  I don't think this works for bridal showers though.

I agree with dani. Some people don't mind going to a bachelorette party even if they're not invited to the wedding because it's a chance to hang out with the bride, and it's not a gift-giving event. As long as the guests know that the wedding is very small and aren't expecting anything else, I think it's fine.

We're in a similar situation - our wedding has less than 30 guests.  Because of finances, I wasn't able to invite my co-workers, but they are the ones who have offered to take me out for a bachelorette party. 

It's been clear that our wedding is limited to family, yet they still wanted to do something for me.  I'm really touched and a little embarrassed, but also looking forward to the fun.

Yes. That's one of the downsides (or benefits, depending on who you ask) of a small wedding.
