Guest list question

I am early in my wedding planning process, so I figured that I would ask my mom and my fiansse's mom for who they would like to invite.  My mom included my brother's daughter's (my neice) mom, her big sister (from her mom's first marriage), and my neice's grandparents.  We are not really that close to them.  So, do we really need to invite them?

Okay:

1) The payment for the wedding is a joint effort between us and my mom...she is willing to give some money, however everything else is up to us.

2) My brother and his baby's mother are no longer together as a couple.  And it is my niece's half sister, over 18 y/o
