So, they're charging him with rape because... both women had consensual sex with him, but in one case the condom broke and in another, he refused to wear one?  But, they kept going, anyway?  Sounds like female revenge/one night stand regret to me.

Oh, you can actuallly be compelled by the state to take an STD test.  They can and will arrest you and force you to do it.
