Can I disinvite people my mom invited by email?

Getting married in Jan., maximum 120 people.  We haven't mailed invitations yet--sill need to cut at least 20 from the guest list.

But via email--without asking us--my mom invited 15 of her friends and 15 second/third cousins in addition to the 12 close relatives on her side.

I'm now removing some of my own closest friends from the guest list. This is killing me!

We don't even have room to fit this many of my mom's friends. She wants ME to tell them they can't come. But I did not invite them! Nobody has received a paper invitation yet.

My fiance has only 35 family and friends on the list. The rest are between me and my divorced parents.

Whose job is it to tell these friends of my mom's that they can't come?

Does it count as disinviting them if they never received a paper invitation, and the bride and groom actually didn't invite them?

It sucks because I *would* like all these people to come, but the venue has a 120 max due to fire codes.
