You could tell her that the invitation was just for her and your uncle, but if you're inviting all other cousins, I think you should have invited him.  If you don't want him to come by her improper extension of the invitation, you need to say something now.  Don't wait until after he comes to the engagement party.  I don't know what the beach has to do with anything.
