Reception Welcome (Toast?) - who should do this?

I believe tradition says the Father of the Bride does this, and FFIL did it at FSIL's wedding last fall.  But my father passed away last year.  I have a stepfather I'm not close to, and my mother I'm not close to.  If I were to ask my stepmother, who I am close to, that would probably piss off my mother.  Because my family is dramaful like that.

FI does not want to do this ourselves.  He suggests his father, but he will likely speak at the rehearsal dinner, as he and FMIL are hosting that.

Anyone have any suggestions?
