Co-workers and aquaintances inviting themselves to out-of-state wedding... what to say?

Background: My fiance and I live in Utah. We both grew up in Colorado, and we plan on having the wedding there since almost all of our family and good friends are there.

I've had several people, both co-workers and spouses of co-workers that have asked when the wedding is so they can get time off of work to come. I have no intenion of inviting anyone from work (or their significant others), and have mentioned no such thing to have given that impression. The best I've come up with is to simply tell them that it's being held in a different state, to which one responded, "That's okay, I'll still come." Apparently the usual advice of telling people that it's basically a destination wedding, and that it's a small event with mostly family just isn't enough.

I'm usually left speechless by the audacity to invite oneself to my wedding. Any thoughts on what to say?
