What is the proper etiquette for sending out invitations to friends or family that have said they probably will not be able to make it to our wedding? We dont want people to think we just want a gift from them, but we dont want them to feel left out either...

Send an invitation anyway, because people's plans always change.

If you'd like, you can include a personal note to the effect of "Hi Aunt Marge! We hope you enjoy your trip, but we still wanted you to we're thinking of you!"

We included hand written notes about how we knew they likely wouldn't be able to come, but that we appreciated their thoughts and prayers as we entered into our marriage and reminded them that if plans changed we would love to have them at the wedding.
