How do you gently tell someone they don't have a role in the wedding....

My son is getting married; my son's dad has been married twice since we divorced.  Fortunately, we all get along wonderfully and the upcoming nuptials have everyone ecstatic!  Here's the problem - ex-step mom believes she has a place as "step-mom".  She plans to purchase a gown - and we presume, she plans on being in the wedding pictures.   General concensus is she waived her "step-mom" status when she divorced the groom's dad.  How do I gently tell her that she is merely a "guest" at the wedding?  We certainly need to do this before she spends the money on an expensive gown and before the actual wedding day.  I don't want to hurt or embarass her after the ceremony by telling her she is not needed for pictures.  Thoughts and suggestions......please......
