Who pays for the flower girl dress

Who is responsible for paying for the flower girls dress, the bride or the flower girls parents?  My fiances sister told my fiance we should have her daughter as the flower girl (she didn't realize he was going to tell me she suggested it so when I brought it up she said, "oh what a nice idea")  Anyway, I could care less if there is a flower girl or not, so to avoid any hurt feeling she is the flower girl. However, now I am wondering who is responsible for paying for her dress?  We are on a super tight budget and can't afford $100-$200 for a flower girl dress.  I also don't want to offend his sister.

Any suggestions?

    We bought my niece's FG dress at JCPenny for $30. And her shoes at Target for $15.
