Tiered weddings are rude.  Receptions are  thank you to your guests for attending your ceremony.  You cannot simply decide to only thank some of your guests and not others.

You can't do this without breaching etiquette.  If you invite them to the ceremony, they MUST be invited to the reception...either find room in your budget (cut stuff like favors) or don't invite them.

This is super rude. Every guest must be invited to both. If there are 15 people you don't want there, then just don't invite those 15 to any of it.

However, I think the excuse that they won't know anyone is not in any way, shape or form even close to a good reason to not want to invite them. They're adults. If they don't feel comfortable attending your wedding, they can always decline the invitation. Don't make that decision for them.

Just leave them off the guest list.     You really can't expect 15 people not get offended not being invited to the reception along with everyone else.

I'm off to bed, I figure I'd better sleep when I can so that when DD calls for me I can tend to her...she dislocated her ankle today and is in tons of pain, even with the meds on board.  She's only 12 and very petite (she was a premie)...I feel so bad for her!
