Wedding in 3 weeks, MOH still doesn't have her dress.

This is just mainly a bitchy vent, but if anyone has any advice to offer, I'd appreciate it. I'm a bit at a loss as to what to do here. My self proclaimed "maid of honor" still has not picked out a dress, and the wedding is in 3 weeks. Her daughter (my god-daughter) is also my flower girl, and I am making her dress, and she wont even drive 5 minutes out of the way for me to fit the dress. I'm getting seriously frustrated by the entire ordeal, and I'm about to just email her and say "I bought your dress today, I hope it fits and you like it!....but at the same time I don't want to be rude about it, and I don't want to cough up the money for HER dress. 

On the other hand, I'm wondering if I should even be worried about being rude, since she has done nothing but be rude about the wedding, since she appointed herself as maid of honor. She has done nothing but criticize everything in the wedding, from the colors, to the decor, to the "theme." She refuses to spend more than 15 dollars on the dress, and the one she keeps going back to is, essentially, a bathing suit cover up. She's really self concious, because she's gained a considerable amount of weight, and can't shop at the stores she used to, so she's squeezing into this t-shirt material,  sleevless dress, because its her old size. I don't have the heart to tell her that she looks like a 10 pound sausage stuffed into a 5 pound casing, but...I need to tell her something, because while I AM ok with a more "casual" look, there is a huge difference between "nice sun dress" and "cotton bathing suit cover up that we can see every roll through".

Just for clarification, I don't have an issue with her size, I am plus sized as well. I have an issue with anyone that doesn't wear clothes that fit them approporiately.
