Ceremony vs Reception- Food/Etiquette HELP!!!!!!

Okay, so I've been making my guest list, and decided to invite the "closer" people to the ceremony and the reception following. I was planning on just having the dinner for those people, and then after the dinner was over, the other guests that I invite to just the reception would start to show up. Is this completely rude?? Or is this normal?? The only thing I'm concerned about is enough seating and money for everyone if I invited them all to a dinner.
