I am graduating from grad school may 22nd, but I am taking a summer class that end the middle of June.

The way my field works, you pretty much can't work until you are licenced for billing reasons, and I can't send out for my licence until I can send my transcript to the state. So, that would mean I would send out the middle of June, and get it early July.

Should I start looking/interviewing now and say I can't start til mid July, or wait until after I send out for the licence, or wait til it's actually in hand?

I would start looking now. That way you can know what you're in for, in terms of how hiring goes in your field. 

You should let them know "I'll be licensed in July, etc." when applying though!

I agree with PPs... start now. Add the license to your resume now, with some sort of note indicating that you will be getting it shortly. I'm a recruiter and I see lots of resumes that say "degree pending" or "license pending" or "license expected 07/2010" or whatever. Especially in this job market, it could easily take you until July/August to secure a position.
