A reply to your teenage waxing post earlier.
I just went to midtown to have my legs waxed, they do include a bit of a bikini wax along with it if you do the complete leg without extra charge.
There is a very visible sign at the check in "NO WAXING SERVICE TO MINORS" and in lower case, it said that parental permission made no difference.
It's a pretty reputible salon so I thought you would like to hear what NYC actually does in those cases.
