The Syrian Ambassador's invitation was revoked. It was due to violence during protests in Syria.

And, I believe "tiered receptions" are common there. I'm not sure you can compare this wedding to a "regular" wedding. Too many differences.

Seriously, I'm pretty sure that if someone came on and said "I've invited someone who is partially responsible for the deaths of hundreds of people - can I uninvite?" the answer would be yes. You don't have to be royal for that.
