My friend told me recently that it is the Mother of the Groom who does the wedding favors.....I had already started planning a DIY project and don't want to offend anyone.  Is it true that it is the Groom's family who decided and supplies favors?

Go ahead with your DIY project.  There are no rules mandating any favors, let alone that they are the MOG's responsibility or that you can't do DIY favors.

I've never heard of that. Even if it did fall into tradition, many traditions regarding who does what for weddings are not being followed as people may not have the time, the money, the skills or whathaveyou to do them. If you've planned a project and your FMIL has not offered than carry on with your plans.

Never heard of that either! If your FMIL does happen to offer, you can have two favors, but as no one knows of that "tradition," I wouldn't worry about it.
