Upset dog-Who do I call?

There is a very distressed sounding dog behind my neighbors house. I can't see her, but it sounds like she is in pain. They have her chained up back there, I'm worried her chain is tangled or too tight or she is hurt. 

Non-emergency police? Animal shelter? ASPCA? I'm really concerned for her, and the neighbors are not  people I'd be comfortable talking to. They are home, and just letting her howl and cry.

  • I would call police non-emergency line and ask them who you need to talk to. I hope the poor dog is ok!

  • Yeah I'd call non-emergency. If this keeps happening and they're not taking care of the dog, then call aminal control.

    your local PD should have an animal control officer.  i would contact them (non emergency line).  i hope the puppy is ok...
  • ACO could be part of your local board of health too - try that department.

    Unfortunately, that is not true in many towns and villages. The village I grew up in did not have an animal control officer and often called my mom out to deal with any animal related incidences (she manages a veterinary clinic in the town and owns a dog training business). We jokingly call her our town's animal control.


    OP - if you have a county sheriff or P.D. That has an animal control division, I would start there while you wait for the local shelter to open. Keep in mind that many local ASPCA's/other shelters have zero authority to remove dogs from dangerous situations. The best they may be able to do is knock on your neighbors door just the same as you could.

    :( That is so sad. Have your husband call and say the dog howling is pissing you off. Maybe that will send an officer out?

  • They are home, they just suck. Adult man neighbor actually came home in the middle of her howling fit, looked annoyed towards the noise, and went inside. 

    They had a different dog last summer, and she got loose one day. I carried her to their door and knocked for what seemed like for ever. When someone finally came to the door I said "Hi, this sweet little girl got loose, and I'm just returning her." 

    His response: "SO? she doesn't stay in the house. She's an outside dog."

    I just said I didn't want her to get hit by a car, set her down, and went home. She followed me and stayed on my porch for a week until another neighbor took her in. 


    These neighbors are generally weird and obnoxious, but I can ignore them pretty well. I can't ignore sad or hurting animals.

    I don't get people.  Why have a pet if you aren't going to treat it right, give it love, and make it a part of your family?

    Now all I want to do is go home and cuddle with my pup.

    Exactly. I don't understand why anyone would have a dog at all if they don't want it or like it. :(
  •  Me either. There are few things that get me riled up. The main one is people being mean or neglectful to animals. 

    AND, the dog last summer ( I called her nutter butter, she was sweet and silly), wasn;t even theirs. According to my landlord, they were just keeping if for a friend. We didn't find out a different neighbor had taken her in; I cried for hours because I thought something had happened to her, until H called the LL wife (she know's everybody's buisness) and she told him.  


    UPDATE: Animal control said they would be out to do an animal welfare check. I'm glad they are coming, but I wish I could have gotten a hold of someone while she was still barking.

  • well, if she was tied up too tight (have you ever seen those pics of animals who have been collared so long they grow into their collar??) they will see evidence of that or other abuse when they check on her.

  • They said she seemed fine, and guess that she tangled her chain around one of the deck
    supports and managed to unchain herself. They also said she had plenty of food and clean water.

    I'm glad she's okay, but I'm still sad she isn't getting loved on.

    Poor puppy!!  If animal control doesn't actually remove her and this happens again is it possible for you to go directly into their yard w/o it being totally wierd? (i.e. not fenced and/or she's not too close to the house?)  if that was happening I'd probably try to go check on her, make sure she's got room to move and fresh water and such.  Then call animal control again and hopefully they'll make sure she's safe.

    ETA - looks like you posted while I was typing.  Glad she was okay! 
  • It's not fenced, but it would be super creepy for me to go back there.

    We live in a hollow, with my trailer butted up against the mountain, then a one lane road, then their trailer, then the creek and mountainside. So I'd have to go across the road, around their trailer, and under their back porch (sloped lot, and she is hooked to one of the support posts underneath. this counts as her shelter.)

    If it comes to that, I'd probably just let nice neighbor beside them know what's up, and then go peek through her fence.

  • There is a law in my city about leaving dogs on chains continually.  They have to have shelter, food and water nearby and can't remain on a chain for more than X number of hours in a day.  Not sure what it is.  We had a neighbor who violated this and we just snapped pics and video and turned them into animal control.  I also had a video of her hitting the dogs with a belt.  The animals were removed.  The dogs had attacked multiple neighbors dogs (including mine) and growled viciously at people in the court when they did get off the chains. 

    It wasn't the dogs fault, they never had a chance with owners like that, of course they were aggressive.  Poor things.  I'm not sure what happened to them, but the neighbors have a new dog now. *smh*

  • I was raised in a 'dogs and animals are outside, not inside' household. Our dogs were never chained, but kept in a pen outside (indoor and outdoor shelter). I never thought anything was wrong with it until I got my first dog with FI last year. Now I have two, and we crate train, so they're in their crates when we're away from home. I feel bad just doing that....I can't imagine keeping them out on a lead for hours and hours. :( I'm glad she's ok though...with food and water. I just hope somehow they realize that it's not best for the dog (though they don't seem to care anyway)...But if they're anything like my parents, probably not. Some people should just not have dogs.

  • I do a ton of volunteer work with animals and their rescues. You need to notify animal control right away and be sure that they have a no kill shelter they wo. With where they can take the dog if needed. Those people should be punished. I hope they know that if thw dog dies while tied up that it is a felony!!! Anyways, in addition to calling animal control google LOCAL animal rescue no kill volunteer groups and see if they know of the case or could assist you in anyway. Never contact or support aspcathey raise tons of money and hoard it and kill 99 of animals they "rescue". Massive political lobbyists. They have enough money to spay and neuter every dog and cat in the US and rather than do that they hold onto their money and allow the animals to breed and then juat kill them. Sick really. Completly reactive and not preventative. Sorry so long just wanted ro educate people. Lastly, you have ever right no matter how tough or intimidating the neighbors areto go to their house and knock on their door and express your concern. I really hope you do and best of luck to that helpless animal. Please update us on what happens.
