Unable to invite extended family. How do I handle this?

My family on my dad's side is pretty big. I have 5 aunts and uncles, all of whom are married, and most have at least 3 kids. I'm working with a small budget, so I am thinking I should just invite my immediate family (siblings, parents, grandparents), and then my few close friends, otherwise, with my fiance's side, the guest list would grow to over 100 people, and I'm thinking of a 75 person guest list. 
I am the first kid among my siblings to get married, and EVERYONE is excited. Some of my aunts have already expressed that they are looking forward to the wedding. I would love for them to attend, especially the ones I am closest with, but I can't invite some without inviting all of them. 
My sister suggested I should mail them a wedding announcement before the wedding, and write them a note basically saying, "I would love to have you at my wedding, but we have a small budget and cannot afford a large guest list." I'm not so sure about that tactic, but on the other hand I don't want to say nothing and have people wondering if their invitation got lost in the mail. Advice? Thank you so much!
