Can you say "No Kids Allowed"?

Can you make your wedding an adults only affair? I have cousins on my Father's side with some of the worst behaved children around. I was at a family wedding this weekend and it only drove the point home. 

The kids were running around screaming and chasing each other. One of the little girls, who is my cousin's boyfriend's daughter, thought it was so much fun to jump in front of the photographer as the wedding party was entering the venue. The worst part of it all is that my cousins are more interested in drinking than they are with watching their kids. 

I want my big day to be about me. I don't want their kids to make a scene. But I know that if I say adults only, my cousins won't get baby sitters. They just won't show up. I'm really very torn. Especially since the kids on my Mother's side and my Fiance's side are all pretty well behaved. 

I have thought about getting a baby sitter for the naughty kids, but I'm thinking of having my reception on a river boat and there just isn't a good place to keep the kids seperate. Any advice would be great. Thanks!
