If I sent someone a save the date, and they told me they can't attend, do I still send an invitation?

I did. I sent an invite to anyone I wanted there, regardless of whether I knew they could attend.

Yes, their plans may change and even if they don't, sending the invite will let them know that you were still thinking of them.

Yes you should. You want them to know that they are invited and you never know, their plans may change.

Yes, always give them the option in case their plans change.
