NWR: Elections Tomorrow

I don't understand the ballot question.  Isn't the Interpretive Statement supposed to clarify it for me?

    The interpretive statement is horrible and pretty much just restates the question.  As I understand it, the way NJ currently operates, it can decided to borrow and spend money that is specifically set aside for state employee benefits (such as retirement) to pay for other things when they need the cash.  Essentially, they borrow and spend against these designated funds when they are short on cash and, in my opinion, to manipulate the budget (they don't have to raise the budget for that fiscal year because they are "borrowing the money from the fund with the promise to pay it back in the future - makes them look better to the public).  Problem is, the taxpayers then need to somehow put that money back as it is contractually obligated.  Its a real mess - only in NJ folks, only in NJ. 

    By voting Yes,  it would prohibit the legislature from engaging in this practice and, IMO, at least force a bit more fiscal responsibility.

    I wish I had more time to do some research on this, but I don't.
