Should they get an invite?

My FI's cousin and his wife have prior obligations on our wedding day, which has been known since we set a date. I think we should still send them an invitation out of respect, even though we know they can't make it. What do you think?

I would. Their plans might change last minute, and this way they'll know that you still very much want them there.
