Quick question-

We have been thinking our guest list is gonna be around 200 and now that we have sat down and counted it I think we are around 250. I know 25% doesnt come so do we pick a place around the number of people we invite or the number with 25% taken off????

You pick a place that can fit all of the people you invite.

Always plan for 100% attendance.

While people typically get an average decline rate somewhere between 10-20%, you won't know whether or not you fall into that average until you actually get RSVPs.

Cut your guestlist to fit your venue, or pick a venue that fits your guestlist.  Do not plan as if anyone will decline.

I agree, just because on average 25% don't come doesn't mean that your wedding might be one of those fluke events that almost 100% attend.  What would you do if your venue could only hold 175, and 200 people RSVP'ed to come?  I wouldn't put yourself in that situation, no matter how remote the possiblity is.
