    Tia Pol.  It's on 10th Avenue b/w 22nd and 23rd.  Absolutely amazing.  My H and I go there all the time. 

    Boqueria's very popular but I found it underwhelming.

    If you're talking actual tapas, as in spanish food, totally agree with Tia Pol.   If you are talking small plates, more broadly, I like Beast in Prospect Heights, 'inoteca in the LES, and because I love Japanese food small plates, there's Yakitori Totto and Izakaya Ten - happy eating!
