Bridal shower invite question

I am the MOH for my friend. She is having a small wedding in the park with about 50 guests. She is having a large reception with about 100 (I guess it is common tradition with her family/culture). What guest list do we go off of for bridal shower? Or do we ask her who she wants to invite to shower?

    I would definitely talk to her first. My guest list for a bridal shower would be a little involved because of family drama and divorces.  She might want some people there for sure -- plus you need to get a list from her anyways.

    Rule of thumb-at least for American culture - Only those who are invited to the wedding cermony should be invited to a shower.
