  It's a little bit of a trip, but my alma mater, the College of Wooster in Wooster, Ohio, has a large (bag)pipe band, and perhaps some students might be available for hire.  Here's the contact info for the music department.  They are out for the summer, but maybe you'll be able to get some information.

  I don't know if you've found anyone yet but my old band director from HS played bagpipes. His band was the Cyril Scott Pipe Band and they were really good. Here is their website...
