we are having a very small wedding (around 50 people). is a wedding party necessary?

Nope!

Any witness of age can sign the marriage license (if necessary). The groom can hold the rings. Someone in the front row can hold your bouquet.

Less drama without a wedding party :-)

We didn't have a wedding party. H held onto the rings (I never even knew he had them in his hand until the JP asked for them, even though we were holding hands) The JP placed my bouquet on the train of my dress, which I thought was a neat way to do things since we were seperated from the rows of guests by a little bridge.

No, it's not necessary. SSIL had no WP and it was lovely.

If your only concern is the size of the wedding, though, you can do it either way. We only had about 45 guests and 10 attendants. We cut the guest list down to literally just the people in the wedding and their spouses/guests/siblings (so SSIL did the reading, but SBIL got an invite too), so the larger WP allowed us to have certain friends there while keeping the boundaries clear. We setup the room so the ratio of audience:participants didn't look awkward.
