Municipal judges can do it as well as local mayors -

We're using Kathryn Seifert at Brides of Cincinnati.  Read her reviews on WeddingChannel.com.  She's awesome.  The ceremony she helped us put together is soooo beautiful!  Her email is kjsiefert@yahoo.com and her phone is 513-374-5290.

I used Bill Proud and he was wonderful- we were very pleased with him allowing us to make our own ceremony while keeping it more normal feeling.

We used MarriageChaplain.com to get matched up with an officiant. It's run by a pastor (Pastor Brian Eastman) but he works with officiants from all different belief systems. We were very specific in wanting a non-religious ceremony and he was able to set us up with someone who can deliver exactly what we want. Also, the pricing is very reasonable. HTH!
