Groomsmen gift, who pays for them?

What is the traditional proper etiquette for who buys the groomsmen gifts? Is it the brides parents, as they are part of the bridal party or is it the grooms responsibility?

It should be up to the bride and groom to pay for the BP gifts.

The bride and groom. They are thank you's for being part of the wedding, the parents aren't thanking them, the couple is.
