I AM ON A STRICT BUDGET. I AM TRYING TO FIND A PLACE THAT WILL ALLOW ME TO BRING IN OUTSIDE CATERING FOR MY RECEPTION. IM ALSO LOOKING FOR A PLACE TO HOLD MY CEREMONY AND WITHOUT ME DOING MY RECEPTION THERE. ANY ADVICE?

Legions and VFW's for the reception.  Some even have outside places for the ceremony.

Is there a specific side of town you are considering?

Either on the North or South side of Indy

Any type of Legion, Elks Lodge if you know any members, community buildings, church halls, etc. will be cheaper to rent and allow outside caterting, I don't know how much it costs to rent, but the Broadripple Arts Center I think allows outside catering, Look at local parks too if you're ok with haveing an outdoor reception because they can have lower costs too.
