  The part at city hall is the ceremony.Unless they are going to city hall with you, you don't have bridesmaids. 

  
  

  If you choose to have a private ceremony, you choose to forgo the things that go with the traditional ceremony, like the wedding party.

  If you aren't having guests at your ceremony, you have no bridesmaids.  Your plans sound fine.  Enjoy your wedding day.
