  It is not grass, but the Desert Botanical Garden has an AMAZING little ceremony site, it holds under 10 (6 I think) and it is up on top of th butte with the most beautiful view!  And you do not have to have your reception there, you can do just the ceremony.

  I had the same problem you did, we ended up bitting the bullet and booked the wright house for a little more than what we were budgeting for, but we wanted a very specific background for pictures.
  
  Before we choose our venue we were considering parks, Kawanis Park is quite pretty, and I think that the japanese gardens were decently priced for 2 hours but honestly just contact different venues, you could be suprised at what you may find even if they dont advertise for it. ^_~ good luck!
